Blueprint for Adult Day and Employment Services Unveils Groundbreaking ADS Quality Pilot Program

Columbus OH – The Blueprint for Adult Day and Employment Services (ADS) proposal is ushering in a new era of innovation and quality care for individuals with complex needs. We are excited to announce the launch of the ADS Quality Pilot Program, a visionary initiative designed to elevate the standards of ADS waiver services and enhance outcomes for those who rely on them.

 

The ADS Quality Pilot Program is set to commence in October 2023 and is scheduled to run through June 2025. With an annual investment of approximately $10.6 million in ADS waiver service providers, this program is poised to redefine the landscape of adult day support services. The Department of Developmental Disabilities (DODD) will oversee the application process and select providers to participate in this pioneering pilot program.

 

Key Highlights of the ADS Quality Pilot Program:

 

1. **Improvement Incentives**: Participating providers will be eligible to receive payments based on the enhancements they make to their services and the positive outcomes they achieve for the individuals they support.

 

2. **Application Timeline**: Providers eager to join the program can access the application starting September 25, 2023. The application submission window opens on October 12, 2023, at 2 PM, and will close on October 16, 2023, at 2 PM.

 

3. **Provider Selection**: DODD will notify selected providers by October 27, 2023. The pilot program is set to kick off on October 30, 2023.

 

To facilitate a deeper understanding of the ADS Quality Pilot Program and address any inquiries from interested providers, the Department of Developmental Disabilities will be hosting webinars on September 28 and October 12 at 10 AM.

Appendix K and Budget Rate Updates

Attention: People Served, Families, County Boards, All Waiver Providers
 
During the past few months, DODD has worked with partners to review Appendix K flexibilities and implement historic rates in the DeWine-Husted budget. We want to express our gratitude for the engagement and feedback we received throughout this process. Your input is helping us make important improvements to our system, and we are excited about the progress. We want to update you on two items as we work to implement changes on January 1, 2024. 
 
  • On Thursday, September 28, DODD submitted IO, SELF, and Level 1 waiver amendment packages to the Centers for Medicare and Medicaid Services (CMS). We have requested federal government approval for the new historic rates, and service changes to things like Shared Living.
 
  • On Friday, September 29, DODD filed rules at the state government level with the Joint Committee on Agency Rule Review (JCARR). You can find these rules by clicking here. There will be a public hearing on these rules on November 1, 2023, at 10 AM in the Rhodes Tower Lobby Hearing Room (30 E Broad St, Columbus, OH 43215). You can attend in person and provide testimony. You can also submit written testimony before the hearing to becky.phillips@dodd.ohio.gov. After the public hearing, a JCARR hearing will be tentatively scheduled for November 16, 2023.
